Title: Global Perspective on Inequality Aversion: Methods and Learnings

Inequality aversion represents the degree of concern for reducing a specified inequality, which can also be interpreted as the value that a given stakeholder places on changes in health inequalities. Information on aversion to inequality is often expressed as inequality aversion parameters, such as the Atkinson index. Such parameters can be applied to forms of equity analysis, including distributional cost-effectiveness analysis (DCEA) that enables researchers to evaluate both the equity and effectiveness of healthcare interventions and the broader impacts of healthcare decisions. Incorporating inequality aversion parameters in DCEA facilitates the exploration of the consequences of different social value judgments when comparing policy options that involve trade-offs between improving total health and reducing health inequality.
With the increasing emphasis on health equity in health technology assessment (HTA) and healthcare policy initiatives, it is essential to better understand the trade-offs between equity effects and overall population health gains. This webinar will provide an educational opportunity for the ISPOR membership to learn about inequality aversion from diverse global settings. We will present a comprehensive introduction into the application and relevance of inequality aversion parameters and will detail important steps for elicitation of these measures, drawing on examples from research conducted in four country settings.
Learning Objectives
- To provide foundational knowledge and understanding on inequality aversion in forms of equity analysis, including distributional cost-effectiveness analysis and equity weighting.
- To introduce methods adaptation to elicit inequality aversion in the general population based on lessons learned across four country settings, Japan, Australia, United Kingdom, and United States.
- To highlight implications of findings and recommendations for use of inequality aversion data in HEOR research and policymaking.
